Dubai’s Strategic Developments

Dubai has launched a comprehensive affordable housing plan under the Sheikh Hamdan Housing Initiative. This initiative encompasses the development of over 17,000 units across six key areas, aligning with the Dubai 2040 Urban Master Plan. The project aims to cater to middle-income professionals, offering modern amenities and proximity to essential services.

Additionally, the “Bayti” initiative in Dubai focuses on constructing 150 housing units annually for low-income Emiratis. This program is designed to support citizens in building or completing homes that meet their needs, promoting family stability.

Abu Dhabi’s Comprehensive Approach

Abu Dhabi has committed to developing 13 new residential communities, providing over 40,000 homes and plots at a cost of AED 106 billion. These projects include the construction of 25,244 housing units for Emiratis over the next five years, alongside 14,876 residential plots.

The Abu Dhabi Housing Authority (ADHA) has also introduced an “Expression of Interest” service through the Iskan Abu Dhabi application, allowing citizens to select and reserve their preferred housing projects.

Private Sector Involvement

Aldar Properties, a leading developer in Abu Dhabi, is shifting its focus towards affordable housing. The company plans to offer homes priced between AED 500,000 and AED 3 million, addressing the pent-up demand for lower-cost housing in the emirate.

Government Policies and Support

The UAE government continues to allocate significant resources to support affordable housing. In the first half of 2025, the Mohammed bin Rashid Housing Establishment provided 3,027 housing support packages worth AED 1.725 billion.
